This quote tells me that Jefferson knew they had not put enough checks and balances into the constitution in his day, he saw problems were backdoor politics caused problems. this could be the lobbyist, big corporations, banks, and special interest groups, these are the worms he talks about. this is the bailouts and government funding, the contributors to political campaigns that obligates crooked politicians to their campaign donors, this was never supposed to happen.
At the establishment of our constitutions, the judiciary bodies were supposed to be the most helpless and harmless members of the government.
